Government Relations Expert

Joel Adamson is a government relations expert with more than 30 years of international experience in project management, engineering, executive leadership, stakeholder engagement, and project evaluation. Based in Astana, he works with Western companies, investors, and institutions seeking to develop opportunities in Kazakhstan, with a focus on government relations, market entry, and cross-border partnership development. Having lived and worked in Kazakhstan for 16 years, he brings a practical understanding of the country’s governmental, cultural, and business environment. He is fluent in Kazakh and conversational in Russian, allowing him to engage directly and effectively with a wide range of local counterparties.

In addition to his broader government relations background, Joel has been building a stronger focus in Kazakhstan’s mining sector. Earlier in his career, he served as Executive Vice President of Environmental and Regulatory Affairs for Spectral Capital Corporation – Kazakhstan Gold Mines, where he supported due diligence and project evaluation for gold mining assets in Kazakhstan, with particular attention to environmental approvals, regulatory requirements, and advancement toward potential mine development. More recently, he has been tracking potential involvement with a U.S. government tungsten project in Kazakhstan and meeting with local mining companies and mining engineering firms to better understand current operating conditions, technical challenges, and sector opportunities. Earlier in his career, he also held senior roles in Kazakhstan with major international companies including ExxonMobil and Chevron, giving him substantial experience in complex operating environments where long-term trust, alignment, and execution matter. Joel is a Registered Professional Engineer (PE) in Washington State.
